Consumer Directed Services

Consumer Directed Services (CDS) empowers individuals receiving support from the Missouri Department of Health and Senior Services to hire and manage their own caregivers, allowing them to make personal decisions about their in-home care. With CDS, individuals can tailor their support to include personal care, health needs, and daily tasks, promoting independence and comfort within their own home.

Consumer Directed Services Includes:

  • Personal Care: Bathing, grooming, dressing, personal hygiene
  • Toileting: Ostomy or catheter hygiene; bowel and bladder routines; general toileting activities
  • Health: Assistance with transfer devices, mobility issues, prostheses, passive range of motion, medications, treatments, and equipment maintenance
  • Housekeeping: Cleaning, dusting, bed linens, laundry, trash
  • Meals: Meal preparation, assistance with eating, and washing dishes
  • Transportation: Essential shopping, errands, school, or employment

Independent Living Waiver (ILW)

The Independent Living Waiver (ILW) program provides expanded support for eligible individuals who need more assistance than what the Consumer Directed State Plan Personal Care program offers. ILW services include personalized case management, enhanced personal care, home accessibility modifications, and access to specialized medical equipment and supplies, all aimed at promoting independence and improving quality of life.

  • Customized Support Plans: Tailored services to meet each individual’s unique needs and preferences.
  • Enhanced Independence: Additional resources to help consumers live safely and confidently in their own homes.
  • Comprehensive Case Management: Dedicated support from case managers who coordinate care and connect consumers with essential services.
  • Home Accessibility Upgrades: Modifications that make daily tasks easier and enhance mobility within the home.
  • Access to Specialized Equipment: Essential medical supplies and adaptive equipment to support health and wellness.

Requirements

To qualify for the Independent Living Waiver (ILW) or Consumer Directed Services (CDS) programs, consumers must meet specific eligibility requirements, including Medicaid eligibility and the ability to self-direct their care. Attendants must also meet certain criteria to ensure safe and effective support.

  • The consumer must be receiving or eligible for Medicaid
  • Both the consumer and attendant must be at least 18 years of age
  • The consumer must be able and willing to recruit, select, and manage their attendants
  • The consumer must be seeking or currently living in an independent living situation
  • The consumer must be able to self-direct their services
  • A friend or family member (excluding spouses and individuals under 18) may be hired as an attendant
  • The attendant must pass a background check through the Missouri State Family Care Safety Registry
